Where do you report neck collars, same place thats printed on the leg band as well? 1-800-327-bands?

You can do it online here. There are links on this page to report with or without leg band accompanying the collar.

They will ask you if there any other markings on the bird.

I just sent them a picture of one beside a tape measure along with the normal report.
