New non-resident bill in ND

"Upon payment of the fee for a hunting license, a nonresident is entitled to receive harvest tags issued for duck hunting. The number of harvest tags issued for duck hunting must equal the state duck possession limit. A harvest tag for duck hunting must be affixed to the harvested bird upon possession and must remain so affixed until the bird is no longer in the nonresident's possession. A harvest tag may not be reused once affixed and is not transferable to another hunter or to another hunting period. "
