I borrowed this text from Don Young, DU's president...I hope you'll take the time to read it and act upon it...

The U.S. has a total land area of 2.3 billion acres of which more than half of the land is used for agriculture. Given that the Farm Bill is the legislative tool that addresses this nation's agriculture, DU is naturally interested in its direction and content in terms of its impact on DU's ability to conserve rural landscapes. Indeed, one of DU's top three organizational objectives for 2006/2007 states that we'll work to "Optimize waterfowl, other wildlife habitat, and wetlands benefits in the Farm Bill." Unfortunately, one of the highest profile Farm Bill programs of importance to waterfowl, the Conservation Reserve Program, is facing a serious threat. The CRP program has been vital to conserving waterfowl breeding grounds in the Prairie Pothole Region of the Dakotas, Iowa, Montana, and Minnesota by allowing farmers to convert marginal cropland into grasslands vital as nesting habitat in return for rental payments. Considering that a 1% loss of grasslands equates to 25,000 fewer ducks in the Fall Flight, this would devastate our hunting and duck numbers.

We are all critical to supporting public policy initiatives - we need to TAKE ACTION to help ensure a future for the Conservation Reserve Program (CRP). Market forces such as growing demand for bio-fuels are driving up the cost of land and the payment rates for keeping land in CRP are not keeping pace. None of us expects many farmers to enroll in CRP when they will be paid well below comparable land values. Currently there are also discussions in Washington, D.C. to prevent new landowner enrollment into the program for two years. The effect of these two matters is that we'll see a serious drop in CRP acreage in vital duck nesting areas.

Please TAKE ACTION on behalf of waterfowl by sending a brief message to the President, Vice-President, Secretary of Agriculture, and to your Members of Congress to let them know your desire to change the elimination of CRP enrollments and fix uncompetitive rental rates.

as an active member in Ducks Unlimited i received and email from them a couple weeks back on rescue CRP. i contacted my senator on this issue and recived and email from her and reads as follows.

As a member of the Senate Agriculture Committee, I was very involved in the passage of our nation's farm bill i n 2002, which created th e Conservation Security Program. This program provides payments to farmers for maintaining and adopting conservation practices on working lands. The farm bill also increased money for the Conservation Reserve Program, the Wetlands Reserve Program, the Environmental Quality Incentives Program, the Wildlife Habitat Incentives Program, and the Farmland Protection Program.



American growers are some of the best stewards of our land - they produce high-quality, safe and nutritious products while meeting strong environmental standards. This year, Congress will again consider funding for agricultural conservation programs when it renews the farm bill . I will continue to support full funding of these important initiatives as this bill moves through the legislative process.

no habitat = no birds...........today as waterfowlers we need to protect our wetlands anyway we can, whether going to meetings and voicing your opinions or helping through organizations such as DU or Delta waterfowl. the amount of wetlands already lost cannot be rebuilt for decades, we need to save what we have now for our future.......

Dear Mr. Messick:

Thank you for contacting me to express your views regarding the Conservation Reserve Program. I appreciate your interest and input on this important issue.

The Conservation Reserve Program was established in 1985 to encourage farmers to conserve soil and water resources by providing them with payments to take highly erodible or environmentally sensitive cropland out of production. Over the years, the Conservation Reserve Program has significantly reduced erosion on enrolled land, and has restored approximately two million acres of wetlands. Moreover, over 3.2 million acres of wildlife habitat have been established through the Conservation Reserve Program.

As you may know, the 2002 farm bill reauthorized this program through Fiscal Year 2007. The Conservation Reserve Program is due to be reauthorized, and Congress may consider the program as part of a more comprehensive farm bill later this year. The President has already proposed to modify the Conservation Reserve Program as part of the 2007 farm bill. As you may know, the President’s proposal would eliminate new enrollments into the program in 2007 and 2008. Opponents of the proposal believe that it would be an economical hardship for farmers and reduce conservation efforts. On the other had, the President contends that temporarily eliminating new enrollments could help to increase corn crops for ethanol production. I certainly understand your concerns with the proposed changes, and I assure you that I will monitor this issue closely as debate on the 2007 farm bill moves forward.

In the meantime, I will continue to work with my colleagues in the Senate to provide adequate levels of funding for our nation’s important agriculture programs.
